  GUIDELINES ISSUED BYTHE GOVERNMENT FOR PRICE FIXATION
OF ELIGIBLE MACHINERY UNDER CLCS @20%TUFS
   
   
 
1. To ensure consistency in quality of machinery indigenous manufacturers will be identified and machinery of such manufacturers will be benchmarked in terms of specifications and performance parameters.
2. Textile Commissioner will fix the sale price of the eligible machinery under the Scheme, Prices will be fixed machinery wise, specification wise on the basis of the item-wise invoice price for the past period. The past period would be considered as period from January 2003 to March 2003 and if there are no invoices for that period, the period may be decided by the Textile Commissioner. Wherever there are no invoices at all, price can be fixed based on the invoice price of another manufacturer of equivalent, or, slightly inferior machinery.
3. Textile Commissioner could fix the bench mark price different than the invoice price with a View to rationalise prices among different models of the same manufacturers.
4. In case identified manufacturers bring in the market new / improved models of the eligible machinery during the. course of the scheme the price of such models will be fixed at par with the equivalent models of the other identified manufacturers.
5. In case identified manufacturers bring into the market a completely new model which is not available indigenously, the Textile Commissioner will decide on the price of such models.
6. To prevent over invoicing in respect of imported 2nd hand looms, a cap on subsidy based on market study of prices of 2nd hand looms will be specified by the Textile Commissioner.
7. A list of benchmarked machinery with prices giving details of manufacturer-wise, machinery wise, specification-wise price will be issued by the Textile Commissioner.
